Senior Associate

Jeffery Frankenburger is a Senior Associate at Dorsey & Semrau, LLC, where he provides general counsel and litigation representation to municipalities and public entities, with particular focus on litigation, the Open Public Records Act (OPRA), and land use matters. He also negotiates commercial contracts and manages special counsel on behalf of public entity clients.

Prior to joining the firm, Mr. Frankenburger served as Deputy Executive Director, Head of Investigations and Compliance, at the Pennsylvania State Ethics Commission, where he functioned as the agency’s second-in-command, supervising a statewide team of investigators and attorneys and directing high-profile investigations into public corruption, fraud, and lobbying compliance. He led investigations and prosecutions of Ethics Act and Lobbying Law violations, including bribery and impermissible gifts, and managed matters from the decision to open an investigation through trial and argument before the Pennsylvania Supreme Court. He has also conducted dozens of Continuing Legal Education classes and testified as a subject matter expert before Pennsylvania House and Senate committees on proposed changes to state ethics and lobbying laws.

Mr. Frankenburger holds a Juris Doctor from Western Michigan University Thomas M. Cooley Law School and a Bachelor of Arts in Policy Studies from Dickinson College. He is admitted to practice in New Jersey and Pennsylvania.
