In an Appellate Division decision the panel upheld the right of Montville Township to collect a water connection fee from an owner who purchased the property and sought to avoid paying a water connection fee for new construction. The case was briefed by Fred Semrau and argued before the Appellate Division by Dawn Sullivan.
